As founder and head of the Group Carter built hundreds of homes during the 1950s and 1960s, many of them in Bryndwr and Burnside.
His ethics of hard work and perfectionism was so evident in its buildings, real estate companies still used the label “Home of Maurice Carter” as a recommendation in its advertising.
Carter was a councillor from 1956 to 1989 and Deputy Mayor for the last six of those years. He was a member of the Canterbury Regional Council for six years, taking into account that the former Christchurch drainage Board, the authority of regional planning and Canterbury United Council was sitting.
